Response to Public Information Requests

House Bill 3033 Provides Updates to the Texas Public Information Act

Complying with the Texas Public Information Act (TPIA) requires adherence to timelines that reference "Business Days", but no formal meaning had ever been established. The law now formally defines the meaning by clarifying business days DO NOT include the following:

  • WEEKENDS- Saturdays or Sundays

  • NATIONAL HOLIDAYS (see Texas Government Code §662.003 (a)) [i.e., New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, & Christmas Day]

  • STATE HOLIDAYS (see Texas Government Code §662.003 (b)) [i.e., Texas Independence Day, San Jacinto Day, Texas Emancipation Day, Lyndon Baines Johnson Day, the Friday after Thanksgiving, Christmas Eve, and December 26th]

  • OPTIONAL HOLIDAYS if observed by the District (i.e., Good Friday)

  • FRIDAY OR MONDAY BEFORE OR AFTER A NATIONAL HOLIDAY OR STATE HOLIDAY if the holiday falls on a Saturday or Sunday and the District observes the holiday. (i.e., for instance, the Monday after Easter Sunday)

  • UP TO TEN (10) ADDITIONAL DESIGNATED NON-BUSINESS DAYS PER CALENDAR YEAR on which administrative offices are closed or operating with minimum staffing. Designation of non-

    business days for a school district must be made by the Board of Trustees.

NOTE: Requests for student records by that student's parent or guardian may be handled directly by the principal at the school campus. Please refer to Board Policy GBA and GBAA below for additional information on record requests.

Rains ISD Police Dept.

Accident & Incident Reports

On the occasion that a records request must be handled by the Rains ISD Police Department, any request submitted to the Superintendent's Office will be logged and passed to the appropriate department for processing. Requesting information or reports from the Rains ISD Police Department requires the following information:

  • Service Number

  • Name of Complainant/Driver

  • Date of Incident/Offence

  • Address of Incident/Offence/Accident

  • Self-Addressed Stamped Envelope

The cost for an Accident Report is $6 through TxDot, and the cost for an Incident/Offence Report is $0.10 per page. Once your request has been submitted to the Superintendent's Office, you will be notified of the cost of your report from the Rains ISD Chief of Police.

All requests for public information and records must be made in writing. Requests will not be taken by phone.
